The chills you feel are seeping in through tiny holes in the glass or windowframes. The windows may be old, or you had a mediocre installation job. You’ll never feel warm enough with drafty windows, and your heating bill will be astronomically high.
If the damage isn’t severe, you could consider re-caulking the windows to give them additional sealing. However, it would help if you also considered replacing the windows with new models.
